In a move underscoring its commitment to structured social welfare, the Iranian government’s Subsidy Targeting Organization has announced the detailed payment schedule for the October 2025 subsidy phase.
Payment Schedule Announced
The organization confirmed that the 176th round of subsidies for the month of Mehr 1404 (October 2025) is being distributed in two phases to ensure efficient allocation. Payments for the first to third income deciles—categorized as lower-income households—were transferred on October 16, 2025, and were available for withdrawal immediately.
Following the established procedure of previous months, households in the fourth to ninth income deciles will receive their subsidies in the second phase on October 21, 2025, with funds becoming accessible from the early hours of October 22, 2025.
Subsidy Amounts by Income Bracket
The subsidy amount is determined based on the household’s income decile, reinforcing the policy of targeting support.
- First to Third Deciles (Lower-Income): Approximately 10.5 million households will receive 400,000 Tomans per individual.
- Fourth to Ninth Deciles (Middle-Income): Approximately 24 million households will receive 300,000 Tomans per individual.
Refining the Subsidy System
A significant aspect of the current policy is the ongoing refinement of the beneficiary list. In line with paragraphs of the national budget law for the year 1404, the Ministry of Cooperatives, Labour, and Social Welfare, in collaboration with the Subsidy Targeting Organization, is tasked with the complete removal of subsidies for higher-income deciles (8, 9, and 10).
This legal measure is part of the government’s broader effort to enhance the efficiency and fairness of its social support network, ensuring that state aid reaches those most in need. The process of removing ineligible beneficiaries has intensified, with officials reporting that several million from these upper deciles have already been removed from the list.
Households that believe they have been erroneously excluded from the subsidy list are encouraged to formally register their appeal through the national subsidy portal (my.gov.ir). This process is based on comprehensive financial indicators, including income level, property value, and other registered assets, to maintain transparency and accuracy in the system.
