In a significant move to address labor concerns, a new mechanism for salary payments to Iran’s contractual workforce has been activated. This interim solution, announced by a senior parliamentary official, aims to ensure financial stability for employees while a broader legislative reform undergoes review.
A Legislative Step Against “Modern Servitude”
The announcement was made by Hamidreza Hajibabaei, the Deputy Speaker of the Islamic Consultative Assembly (Majlis). He detailed that the parliament has already passed a bill intended to eliminate contracting companies and formally change the employment status of their workers. Hajibabaei described this legislation as a crucial step to counter unfair labor conditions, which he referred to as a form of “modern servitude.”
Bridging the Gap with Direct Payments
However, the passage of this bill into law has been delayed as it undergoes scrutiny by the Guardian Council and the Expediency Discernment Council to ensure its full alignment with legal and national standards. In the interim, to allay workers’ concerns about potential income reduction by intermediary contracting firms, a decisive temporary measure has been adopted. Following high-level meetings involving officials from the Plan and Budget Organization, it was decided that salaries will now be paid directly into the workers’ bank accounts until the final law is ratified.
An Interim Measure with Tangible Impact
Deputy Speaker Hajibabaei characterized this new payroll system as a temporary yet effective step. He stated that the direct payment scheme is a sincere and practical solution to resolve the immediate financial challenges faced by contractual workers. He further emphasized that, upon the final approval of the parliamentary bill, the official conversion of the workers’ employment status will proceed as planned.
