Introduction
In a significant step to enhance the efficiency of its social support system, Iran’s Subsidy Targeting Organization has initiated a new phase of its household registration plan. This nationwide effort, currently active in Tehran and Alborz provinces, focuses on updating and verifying bank account information for eligible families to ensure the accurate and timely delivery of subsidies.
A Move for Greater Accuracy
This initiative is being implemented under the newly ratified “Executive Bylaw for the Identification of Iranian and Foreign National Households.” The legal framework for this bylaw was established through a 2021 amendment to the Direct Tax Law. The primary objective is to execute the “Household Structure Reform Plan,” a systematic approach to refining the national database of subsidy recipients.
Action Required for Eligible Households
Heads of households in the initial provinces who have received an official SMS from the sender ‘yaraneh.ir’ are required to register their active bank account or Sheba numbers. This can be done through two primary channels:
- By visiting any of the designated agent banks.
- Through the dedicated “SIMIN” integrated subsidy management portal at simin.hadafmandi.ir.
Registration is a mandatory step. Even if a household is fully eligible, the absence of a registered and active bank account will prevent the receipt of subsidies.
The Path to Payment
Following the successful registration of bank details, the data is forwarded to the Ministry of Cooperatives, Labour, and Social Welfare. The ministry will then conduct a comprehensive means-testing survey to determine each household’s income decile. The continuation and level of subsidy payments are directly contingent upon the outcome of this national income assessment.
National Rollout Underway
What began as a targeted plan is now being implemented across the country. As part of the scheduled national rollout, the provinces of Tehran and Alborz were incorporated into the system in the Iranian month of Aban, with Sistan and Baluchestan province expected to join in the upcoming month of Azar. This structured expansion underscores the government’s commitment to a uniform and equitable application of its social support policies.
