Title: Strengthening Social Safety: New Cash Subsidy & Electronic Ration Card Payments Announced for November
In a move to bolster economic resilience and support household purchasing power, the Iranian government has detailed the payment schedule for November’s cash subsidies and the fifth phase of the electronic ration card program. These initiatives form a core part of the state’s social support framework, designed to provide targeted assistance to citizens.
November 2025 Subsidy Payment Schedule
The Organization for Targeted Subsidies has announced the specific payment dates and amounts for cash subsidies this month, structured to provide timely support to different income groups.
- Deciles 1 to 3 (Lowest Income Groups): 400,000 Tomans per person. This payment will be deposited on November 16, 2025.
- Deciles 4 to 9: 300,000 Tomans per person. This amount will be available for withdrawal from November 21, 2025.
Pensions for Vulnerable Families
Complementing the direct subsidy payments, monthly pensions for families under the support of the Imam Khomeini Relief Foundation and the State Welfare Organization have been distributed since November 11, 2025.
- Deciles 1 to 3: 500,000 Tomans per person.
- Deciles 4 to 7: 350,000 Tomans per person.
Fifth Phase of Electronic Ration Card
A significant component of the government’s support package is the ongoing electronic ration card system. The fifth phase of credit for this program is scheduled for the end of November 2025, specifically for deciles 1 to 3.
This system allows eligible families to purchase essential goods without direct cash payment. According to the head of the Targeted Subsidies Organization, the financial resources for this phase have been secured by the Plan and Budget Organization. The credit allocated per household in this phase will vary between 400,000 and 2 million Tomans, depending on family size, with the potential for increases in subsequent phases.
Ensuring Seamless Payment Delivery
To ensure all eligible households receive their support without interruption, the government has emphasized the importance of updated banking information. Some heads of households in Tehran and Alborz provinces have received official SMS messages requesting the registration of a valid bank account or Sheba number.
Recipients of this message can complete their information through the following channels:
- The Integrated Subsidy Management System (SIMIN) at simin.hadafmandi.ir.
- Directly at designated agent banks.
This data is crucial for the accurate decile classification of households and the seamless transfer of subsidies, reinforcing the government’s commitment to an efficient and transparent support mechanism. Households can also monitor their specific allocation details and payment schedules through the dedicated ration card system and associated mobile applications.
