Unchanged Subsidy Amounts for November
According to the official announcement, the cash subsidy amounts for the Persian month of Aban 1404 (November 2025) will remain unchanged, consistent with the figures from recent years. The government has stated that there are currently no plans to increase the base cash subsidy, with payments continuing at the two established tiers.
Payment Schedule and Tiers
The disbursement for November will occur in two phases, categorized by income deciles:
- For Deciles 1-3 (Lower-Income):
- Payment Date: 25 Aban (16 November 2025)
- Amount per Person: 400,000 Tomans
- For Deciles 4-9:
- Payment Date: 30 Aban (21 November 2025)
- Amount per Person: 300,000 Tomans
Funds will be available for withdrawal from midnight on the respective payment dates. Separately, monthly stipends for beneficiaries of the Imam Khomeini Relief Foundation and the State Welfare Organization will be deposited on 20 Aban (11 November 2025), as per the regular monthly schedule.
Focus on Targeted Subsidy Distribution
A key aspect of the government’s policy is the refinement of the subsidy program to ensure resources are directed to those most in need. Officials have confirmed that, since the beginning of the current Iranian year (March 2024), subsidies for approximately 9 million individuals in the eighth and ninth income deciles have been discontinued.
The primary reasons cited for this adjustment are:
- Enhancing the targeting accuracy of social payments.
- Concentrating support on lower-income deciles.
- Reducing errors in the income classification system.
Stable Electronic Food Coupon Allocations
Complementing the cash subsidies, the value of the electronic food coupon (کالابرگ الکترونیکی) also remains stable for November. This credit is designated exclusively for the purchase of nine essential food items and is not convertible to cash.
- Deciles 1-3: 500,000 Tomans per person
- Deciles 4-7: 350,000 Tomans per person
The list of eligible goods includes chicken, eggs, oil, milk, yogurt, cheese, rice, sugar, and tea. A government spokesperson confirmed that this list remains unchanged but noted that the overall coupon system is under review for structural reforms aimed at increasing its effectiveness in mitigating inflationary pressures and potentially expanding product variety and accessibility.

The combined cash and non-cash support provides significant assistance to eligible families. For a four-person household:
Deciles 1-3:

- Food Coupon: 2 million Tomans
- Total Support: 3.6 million Tomans
Deciles 4-7:
- Cash Subsidy: 1.2 million Tomans
- Food Coupon: 1.4 million Tomans
- Total Support: 2.6 million Tomans
Households in deciles 8 and 9, having been removed from the program, will not receive these payments.
