Tehran – In a significant move to enhance the efficiency and accuracy of its social welfare system, the Iranian Subsidy Targeting Organization has issued a revised executive directive for the nation’s cash subsidy program. This update, which is effective immediately, introduces a more standardized and integrated framework for managing household registrations and eligibility assessments.
A Move Towards Greater Accuracy and Integration
The newly amended directive, based on existing regulations, is designed to standardize procedures for separating members from a household head’s file. A primary objective is to create uniformity and consistency in identity information across all relevant executive bodies, particularly by aligning with the national database maintained by the Civil Registration Organization.
This comprehensive review aims to increase precision in the identification and determination of households, prevent the registration of fraudulent claims, and ultimately improve the overall system for distributing cash and subsistence subsidies.
Key Changes for Applicants
A central pillar of the new directive concerns the process for individuals over 18 seeking to separate from their household head’s file, for instance, due to incompatibility.
According to the new guidelines, such a separation will only be considered upon the presentation of a valid ruling from the judicial authorities. Without a definitive court order that is also registered within the Civil Registration Organization’s system (ncr.ir), no action will be taken to modify or create a new household file.
The Path to Eligibility Assessment
Once a household is formed or modified based on the judicial ruling and the information is reconciled with the Civil Registration Organization’s data, the file is forwarded to the Ministry of Cooperatives, Labour, and Social Welfare.
The Ministry will then conduct the necessary economic means-testing to determine the individual’s or household’s eligibility and place them within the appropriate income decile for subsidy allocation. This step ensures that government support is directed according to the established legal and economic criteria.
