Tehran – In a move to refine its social support system, Iran has officially enacted a revised executive directive for its targeted subsidy program. The new regulations, issued by the Subsidy Targeting Organization, are designed to standardize procedures and increase the precision of beneficiary identification.
A Focus on Data Integrity and Precision
The amendment, based on existing laws and a 2021 regulation for identifying Iranian and foreign national households, is now mandatory for all relevant executive bodies. The primary objectives of this revision are to:
- Standardize the process for separating family members from the head of the household in accordance with the law.
- Ensure consistency and harmony of identity information across government databases, particularly with the National Organization for Civil Registration.
- Increase accuracy in the identification and determination of household units.
- Prevent the registration of fraudulent claims.
- Improve the overall system for distributing cash and livelihood subsidies.
New Procedures for Household Separation
A key change outlined in the directive concerns requests to separate members from a household. According to the new amendment:
- All requests for separation will only be processed after the related changes are fully registered and verified within the systems of the National Organization for Civil Registration (ncr.ir).
- Following the registration and confirmation of this data, the Ministry of Cooperation, Labour, and Social Welfare will proceed with economic decile classification and means-testing.
Strict Criteria for Adult Separation
The directive places specific emphasis on the separation of household members above 18 years of age due to incompatibility with the head of the family. This process will now strictly require a valid ruling from judicial authorities.
- Without a definitive court order that is also registered in the National Organization for Civil Registration’s system, no action will be taken to modify or create a new household unit.
Once a household is formed or modified based on the above criteria and the judicial information is aligned with civil registration data, the new economic decile classification will be issued by the Ministry of Cooperation, Labour, and Social Welfare, finalizing eligibility for the subsidy program.
