Tehran Implements Comprehensive Traffic and Environmental Plan to Enhance Urban Management
In a decisive move to address urban challenges and improve public welfare, the Governor of Tehran, Mohammad Sadegh Motamedian, has announced a series of integrated measures focusing on traffic management and environmental protection.
New Traffic and Fleet Regulations
A central component of the new plan is the strict enforcement of the odd-even traffic rationing scheme. This initiative will be in effect from 6:30 AM to 8:30 PM, regulating vehicle usage directly from residents’ homes to streamline city-wide movement. In a parallel effort to modernize infrastructure, authorities will rigorously pursue the installation and updating of smart traffic cameras. Furthermore, the police have been directed to prevent the operation of visibly polluting and smoke-emitting vehicles. To optimize public transport, idling buses and minibuses at terminals will be prohibited.
Commercial and Construction Activities
Specific hours have been designated for commercial establishments, which will be permitted to operate from 9:30 AM to 8:30 PM, with an exemption for essential service industries. In a significant environmental measure, all construction activities involving demolition and debris removal have been temporarily suspended across the province. Operations at sand and gravel mines, as well as cement companies, have also been halted, barring those utilizing non-polluting kilns.
Public Health and Environmental Safeguards
Prioritizing citizen well-being, mobile emergency medical stations will be deployed in high-traffic areas. The public, especially vulnerable groups such as children, the elderly, and individuals with pre-existing health conditions, is strongly advised to use approved protective masks. A widespread public awareness campaign will promote health guidelines, discourage non-essential travel, and emphasize the reduction of personal vehicle use. Open burning of waste and tree trimmings is strictly banned in all urban and suburban zones. Additionally, regulatory oversight on polluting industrial units and fuel standards for power plants will be intensified.
Administrative Directives
To support the plan’s integrity, the daily issuance of traffic permits by the Tehran Municipality has been suspended. Moreover, all entities with employees working outdoors are mandated to provide them with the necessary protective equipment, reinforcing a collective responsibility for public health and safety.
