
Lavrov: US Poised to Decline European Troop Deployment in Post-Truce Ukraine
Russian Foreign Minister Sergei Lavrov has asserted that the United States is likely to oppose any European proposals to deploy foreign troops in Ukraine after a ceasefire, particularly if such plans hinge on American military backing. This declaration highlights a potential point of contention within transatlantic security discussions regarding a future post-conflict Ukraine.
The “Automatic Guarantee” Concept
Speaking in an interview with Russia’s NTV channel, Lavrov detailed what he described as an “automatic guarantee” concept being advanced by certain European capitals. This notion operates on the premise that Washington would automatically extend military support to European forces stationed on Ukrainian territory once hostilities cease.
Lavrov pointed to several prominent European figures, including UK Prime Minister Keir Starmer, French President Emmanuel Macron, and NATO Secretary-General Mark Rutte, who have publicly discussed the intention to send “reconnaissance forces.” These deployments, perceived by Moscow as precursors to intervention troops, implicitly rely on the anticipated “automatic” US backing.
Moscow’s Inquiry and Anticipated US Stance
The Russian Foreign Minister stated, “We directly asked the Americans: is this claim true?” He expressed no doubt that the reply conveyed to both European proponents and Ukrainian President Volodymyr Zelensky “will not be positive.” This indicates a direct diplomatic probe by Moscow into the US position, with Russia anticipating a firm rejection of the European premise.
Context of Security Discussions
Lavrov’s remarks come in the wake of a high-level meeting held in Paris on January 6, under the framework of what was termed a “Coalition of Volunteers.” This gathering reportedly delved into discussions concerning “security guarantees” for Ukraine. The meeting’s final communiqué underscored a commitment to long-term military support for Kyiv and hinted at the possibility of deploying foreign forces on Ukrainian soil should a peace agreement be reached.
Russia’s Unwavering Position
Reiterating Moscow’s consistent stance, the Russian Foreign Minister emphasized that any scenario involving the deployment of forces from NATO member states onto Ukrainian territory is “absolutely unacceptable” to Russia and carries a significant risk of severe escalation. The Russian Foreign Ministry had previously characterized statements from the UK and other European nations regarding potential troop deployments to Ukraine as provocative actions that fuel the continuation of military conflict.
