Title: New 130 Million Toman Loan Initiative Launched for Subsidized Citizens, No Guarantor Required
In a significant move to bolster social welfare and economic empowerment, the Imam Khomeini Relief Foundation has announced a new loan program offering up to 130 million tomans for eligible families without the need for a financial guarantor.
Expansive Support for Millions of Households
During a press conference, Hossein Khodrovisi, Deputy for Support and Health at the Foundation, detailed the organization’s wide-ranging efforts. As the nation’s largest supportive institution, the Relief Foundation provides services to citizens in need across the country’s most remote areas. Current figures indicate that over 2.34 million households, comprising approximately 4.48 million individuals, benefit from its comprehensive support system.
The Foundation offers more than 120 distinct services tailored to the needs of its beneficiaries. Beyond the new loan program, this support includes regular monthly stipends that are disbursed in addition to existing government subsidies. These stipends range from 1.4 million tomans for single-person households to 4.38 million tomans for families of five or more.
A Strategy of Empowerment and Self-Sufficiency
A core strategic objective of the Foundation is to empower individuals and facilitate their graduation from the support system. “Our main strategy is to empower these individuals and enable them to exit the cycle of support,” Khodrovisi emphasized. This approach was celebrated last year with over 80,000 people achieving self-sufficiency, a goal that continues to be pursued with vigor.
The new loan initiative is a cornerstone of this empowerment strategy. Administered through the Valiat Support Fund, it provides interest-free (Qard-al-Hassan) and emergency loans of up to 50 million tomans per individual and 130 million tomans per household. To remove a major barrier to access, the beneficiary’s own monthly stipend will be considered as the loan guarantee.
Comprehensive Welfare: From Housing to Healthcare
The announcement also covered other critical areas of support. In alignment with national policies on population growth and family support, the Foundation distributed over 62,000 dowry packages last year, with more than 23,000 already distributed this year. A special distribution of 1,500 dowry sets was also announced for 15 less-developed provinces.
In the healthcare sector, all beneficiaries are covered under the national health insurance scheme, with the Foundation’s local offices acting as complementary insurance to cover any additional medical costs.
For housing, the Foundation facilitates security deposits for rentals, with support of up to 200 million tomans in Tehran and 150 million tomans in other major cities. While this year’s bank-allocated quota for this purpose has seen a reduction, officials are actively working with banks to ensure the swift processing of payments, with 500 billion tomans already disbursed.
