Title: Iran’s October Subsidy Disbursement Prioritizes Low-Income Families
In a continuation of its social support policy, the Iranian government has announced the schedule for the October 2025 cash subsidy payments, with a clear focus on low-income households. The disbursement will follow a tiered system, ensuring that the most vulnerable families receive their funds first.
Structured Payment Schedule
For the month of Mehr 1404 (October 2025), only the direct cash subsidy will be deposited into the accounts of household heads. A new phase of the electronic coupon scheme for essential goods has been postponed and will not be activated this month.
The cash subsidies are allocated as follows:
- The first to third income deciles will receive 400,000 Tomans.
- The fourth to ninth deciles will receive 300,000 Tomans.
Payments for the first three deciles are scheduled for the 25th of Mehr, with the remaining eligible deciles receiving their subsidies on the 30th of Mehr.
Priority for Vulnerable Groups
In line with established procedure, certain groups will receive their subsidies ahead of the main payment date, starting from the 23rd of Mehr. This prioritization is designed to prevent delays for families in remote areas and to support those with the greatest need. The prioritized groups include:
- The first to third income deciles.
- Families supported by the Imam Khomeini Relief Foundation and the State Welfare Organization.
- Households with disabled children or members with specific illnesses.
- Families without a stable monthly income.
- The fourth income decile in rural and nomadic regions.
Utilizing Existing Electronic Coupon Credit
Marjan Dabiri, the spokesperson for the electronic coupon plan, emphasized that households in the first to seventh deciles have until the end of Aban 1404 (November 2025) to utilize the credit from the fourth phase of the scheme. This credit can be used to purchase 12 essential items, including rice, oil, red meat and chicken, dairy products, pasta, legumes, eggs, sugar, and most recently, turkey meat.
Accessing Subsidy Funds
The subsidy for each household will be directly deposited into the bank account number previously registered on the refahi.ir platform. Once deposited, the funds are immediately available for withdrawal without the need for an in-person bank visit. Households are advised to ensure their registered bank accounts are active to avoid any disruption in receiving their support.
This ongoing subsidy program represents a key component of the government’s economic policy, aimed at providing a stable source of income and preserving the purchasing power of millions of Iranian families, particularly in the current global economic climate.
