Iran Approves New Teacher Ranking System to Boost Educational Quality
In a significant move to enhance the national education framework, the Ministry of Education of the Islamic Republic of Iran has announced the final approval and implementation timeline for its new teacher ranking bylaw.
A Milestone for Educational Reform
The comprehensive bylaw, officially titled the “New Teacher Ranking Bylaw,” is scheduled for final approval in the Council of Ministers by late October 2025. Its official implementation will commence on October 11, 2025. According to the Ministry, this initiative has been developed with the primary objectives of elevating educational quality and reforming previous structural frameworks.
Focus on Performance and Refinement
Ali Farhadi, the spokesperson for the Ministry of Education, elaborated on the new system in an interview. He stated that the bylaw focuses intently on teacher performance quality and is designed to address and correct deficiencies identified in the previous version.
“The bylaw, after review by the government’s Commission for Management and Human Capital and the resolution of ambiguities by a joint working group from the Ministry of Education, the Administrative and Recruitment Organization, and the Planning and Budget Organization, will be approved by the Council of Ministers and serve as the basis for action by the end of [the Iranian month of] Mehr,” Farhadi confirmed.
Key Provisions of the New System
The new ranking structure introduces several key changes:
- New Educators: Teachers entering the system with a bachelor’s degree will automatically receive the rank of “Educational Instructor.”
- Rank Promotion: Current teachers who have completed a stabilization period—four years in rural areas or five years in urban areas—will be evaluated for promotion based on the new bylaw’s criteria.
- Performance Accountability: A notable change from the past is the possibility of a rank demotion. The bylaw states that no formal appeal mechanism will be available for such decisions, a provision that underscores the system’s increased emphasis on accountability and sustained performance.
