Iran’s Social Security Organization Implements New Pensioner Directive and Gains Key International Role
In a significant move for Iran’s retiree community, the Social Security Organization has issued updated directives concerning pension contributions, offering greater clarity and choice for beneficiaries. Concurrently, the organization has achieved a prominent international position, being elected to the governing board of the International Social Security Association (ISSA).
Revised Pension Contribution Guidelines
A newly released circular from the Social Security Organization details amendments to the management of housing allowance deductions for pensioners. The key provisions are designed to streamline processes and enhance beneficiary autonomy.
- Automatic Deduction with Opt-Out: For pensioners whose benefits were established from March 21, 2002, a one percent deduction from their housing allowance will be allocated as a membership fee for retiree associations. Those who oppose this deduction have a six-month window from the circular’s issuance to submit a written objection to their local branch. Failure to object within this period will be considered consent, though pensioners retain the right to withdraw their consent at a later date.
- Written Consent for New Pensioners: For individuals whose pensions are established on or after April 8, 2024, the one percent deduction will only be implemented upon receiving their explicit written consent.
- Rejoining Associations: Pensioners who have previously withdrawn their membership may rejoin by submitting a new written application and consent form, after which the deduction will resume from their next pension payment.
A Seat at the Global Table: ISSA Board Membership
In a separate but notable development, Iran’s Social Security Organization has reinforced its international standing. During the World Social Security Forum in Kuala Lumpur, the CEO of the organization was unanimously elected by the ISSA Council to serve on its Board for the 2026-2028 term.
The forum, themed “Social Security for a World in Transition,” gathered over 1,500 participants, including ministers, senior executives, and specialists from 150 countries. It served as a premier platform for sharing knowledge, innovative practices, and policy solutions.
A delegation from Iran’s Social Security Organization actively participated in the event. They presented the country’s achievements in specialized panels on implementing cohesive social security systems and providing affordable, universal healthcare. A research paper titled “Social Security Protection for Covered Persons Throughout Life – A Case Study of the Islamic Republic of Iran” was also unveiled at the forum.
Furthermore, a short film produced by the organization, titled “Refuge,” was selected as one of the five finalists for a prestigious award from a pool of 261 submissions.
This election marks the eighth consecutive term that Iran’s Social Security Organization will represent the Asia and Pacific region on the ISSA Board, a testament to its extensive coverage, diverse services, and active role in global social security governance.
