In a significant step towards modernizing its social welfare system, Iranian authorities have announced the mandatory registration of bank accounts for all households receiving subsidies. This initiative is part of the broader “Household Structure Reform Plan” being rolled out by the Subsidy Targeting Organization.
New Digital Registration Mandate
Recent days have seen heads of subsidy-receiving households receive text messages instructing them to register their bank account details. The directive requires them to use the “Simin” online service portal at simin.hadafmandi.ir to submit their International Bank Account Number (IBAN), eliminating the need for in-person visits to banks.
A Centralized National Database
Official follow-ups confirm that this SMS campaign is a key component of executing the Household Structure Reform Plan. The core of this reform involves a major migration: the Subsidy Targeting Organization is transitioning from the “Iranian Welfare Database” to a new “Household Database” founded on data from the National Organization for Civil Registration.
According to the law, the National Organization for Civil Registration is now the primary authority for the household database. Consequently, all data concerning the formation, separation, or modification of a household will be processed through the National Civil Registration (NCR) system.
Clarifying the Objectives
Mr. Mojtaba Sa’adati, the Public Relations Manager of the Subsidy Targeting Organization, provided clarity on the rollout. He stated that the recent messages have been sent specifically to families where a new head of household has been designated. This typically includes individuals who were previously registered under their parents or spouse but are now considered independent heads due to life events such as marriage, divorce, or other changes in household status.
Detailing the plan’s goals, Sa’adati emphasized that the reform aims to integrate national data and smarten the processes related to subsidy distribution. This ensures that all household changes are accurately reflected based on official documents for birth, death, marriage, divorce, and judicial rulings. A parallel objective is to make all related public services remote and electronic, enhancing convenience for citizens.
Phased National Rollout
The implementation of this plan is being conducted in phases. According to the Subsidy Targeting Organization, the provinces of Tehran, Alborz, and Sistan and Baluchestan are scheduled to join the system by the end of the Iranian month of Aban (mid-November). Following the completion of this phased process, the entire country will be identified and assessed for economic standing based on the new centralized civil registration database.
