Fourth Phase of Electronic Subsidy Coupons: 2 Million Tomans Announced – Eligibility Details Revealed
Government Expands Targeted Subsidy Program for Low-Income Households
The Iranian government has continued its Electronic Subsidy Coupon (Kalabarg) initiative, a key welfare policy designed to support low-income families by providing non-cash credits for essential goods. The third phase, implemented in July 2024, allocated 500,000 tomans to the first three income deciles and 350,000 tomans to deciles four through seven.
These funds were deposited electronically, allowing eligible households to purchase basic commodities from approved retailers. The program aims to reduce inflationary pressures and strengthen food security for vulnerable groups.
Cash Subsidies Disbursed Amid Pause in Fourth Phase
While the fourth phase of the subsidy coupons has yet to be announced, cash subsidies for August 2024 have been confirmed:
- 400,000 tomans per person for deciles 1-3 (paid on August 16, 2024).
- 300,000 tomans per person for deciles 4-9 (paid on August 22, 2024).
Since May 2022, cash subsidies have remained unchanged. However, following parliamentary directives, the government has reallocated funds—removing subsidies for deciles 8 and 9 to prioritize the first three deciles.
Ministers Emphasize Long-Term Commitment to Welfare Policies
Ahmad Meydari, Minister of Cooperatives, Labor, and Social Welfare, stressed the necessity of continuing the subsidy coupon program, stating:
“Even under normal economic conditions, the first three deciles must receive continuous support. We hope financial resources will be secured to sustain this vital program.”
He further affirmed that the 14th government views the initiative as a permanent policy, reinforcing its role in economic stability and social welfare.
Parliament Backs Reforms to Prevent Economic Rent-Seeking
Mohammad Bagher Ghalibaf, Speaker of Parliament, endorsed the program, highlighting its success in avoiding large-scale rent-seeking associated with preferential currency allocations. Instead, the focus remains on direct household support at the end of the supply chain.
What’s Next for the Subsidy Program?
The Ministry of Labor has indicated that details on the fourth phase—including eligibility, credit amounts, and rollout dates—will be announced soon. The program has already benefited over 60 million Iranians, covering 11 essential goods (dairy, protein, and groceries).
