In a strong statement reinforcing constitutional liberties, Mohammad Sadegh Motamedian, the Governor of Tehran, has underscored the legal right to peaceful assembly. Citing Article 27 of the Constitution, the Governor clarified that any gathering that is unarmed and does not disrupt public order or Islamic principles is fundamentally permitted, reflecting the state’s respect for civil discourse.
Institutionalizing Public Dialogue
Highlighting a proactive approach to governance, Motamedian announced that the 14th Government is acting in close coordination with the Parliament to finalize legislation regarding designated protest zones. This collaborative effort aims to create structured, safe environments for citizens to express their views, ensuring that the right to protest is exercised within a clear and modern legal framework.
Fairness in Commercial Regulations
Addressing recent concerns regarding the business sector, the Governor provided reassurance to shop owners. He clarified that administrative actions, such as the sealing of premises, are strictly reserved for proven legal violations. Motamedian emphasized that businesses are not penalized simply for remaining closed—often a measure taken by owners to protect their assets—thereby affirming the administration’s commitment to distinguishing between prudent caution and legal infraction.
