He pointed to recent pension increases and positive changes in social security laws as effective steps forward. A key focus, he assured, is establishing wage and insurance ceilings for construction workers, drivers, and other related groups, with new agreements already being forged with relevant associations to improve their conditions.
Phased Payment of Pension Adjustments Finalized
Concurrent with these policy announcements, the Social Security Organization has released the definitive schedule for disbursing the final installment of delayed pension adjustments and the annual pay raise from the previous Iranian year.
The payment of these arrears is part of a broader settlement of a significant 185 trillion Toman government debt to the Social Security Organization. This settlement, approved by the Supreme Coordination Council of the Heads of the Three Branches of Power, includes 70 trillion Tomans in bonds and 115 trillion Tomans in stocks and assets. A portion of these resources will be allocated to complementary insurance services and healthcare centers.
The payment schedule for the delayed adjustments is as follows:
- Phase 1: Disbursed on September 2nd for retirees and disabled individuals receiving up to 20 million Tomans.
- Phase 2: To be paid alongside the September monthly pension to surviving beneficiaries.
- Phase 3: Commencing Saturday, October 12th, for surviving beneficiaries receiving more than 20 million Tomans, with an average pension of 7 to 10 million Tomans. These payments will be processed gradually based on the beneficiaries’ alphabetical order and their bank.

A Path Forward: Sustainable and Gradual Development
Babaei also outlined ongoing legislative efforts, including the review of Article 76 of the Social Security Law, to further resolve insurance and pension-related issues. He stressed that for sustainable progress, the envisioned reforms must be implemented in a calculated and gradual manner.
New plans for various worker groups, including taxi and platform drivers, with a focus on transparent insurance, were also mentioned. The overarching goal of these reforms is to improve the living standards of workers and pensioners, fostering comprehensive and sustainable national development through continuous tripartite cooperation between the government, parliament, and relevant ministries.
