Title: Iran Announces October 2025 Welfare and Subsidy Payment Schedule
In a move to streamline social support, the Iranian government has detailed the payment schedule for cash subsidies and welfare stipends for the month of Mehr 1404 (September-October 2025). The plan underscores the state’s commitment to providing structured and timely financial assistance to eligible households.
Structured Cash Subsidy Payments
For the month of Mehr, cash subsidies will be deposited directly to the accounts of household heads in two separate tranches, with no new phase of the Electronic Coupon Plan scheduled for this period.
- Lower-Income Deciles (1-3): A payment of 400,000 Tomans per individual will be made on Friday, 25th Mehr 1404.
- Middle-Income Deciles (4-9): A payment of 300,000 Tomans per individual is scheduled for Wednesday, 30th Mehr 1404.
This structured approach is designed to ensure an orderly distribution of funds.
Extended Deadline for Essential Goods Program
According to Marjan Dabiri, spokesperson for the Electronic Coupon Plan, households in deciles one through seven have until the end of Aban 1404 (mid-November 2025) to utilize the credit from the plan’s fourth phase. This credit is designated for the purchase of 12 essential items, including rice, oil, red meat, poultry, dairy products, and pasta. Notably, turkey meat was recently added to the list of eligible goods.
The fourth phase was executed in two parts, with deciles one to three receiving their 500,000 Toman credit on 19th Shahrivar, and deciles four to seven receiving a 350,000 Toman credit on 29th Shahrivar.
Consolidated Welfare Stipend Payments
In a key administrative reform, welfare stipends for beneficiaries of the Imam Khomeini Relief Foundation and the State Welfare Organization will be paid on a fixed date. The payment for Mehr 1404 is officially set for Sunday, 20th Mehr 1404.
This policy consolidates the payment process, which was previously variable, and is implemented to:
- Facilitate better financial management for beneficiaries.
- Reduce pressure on the banking system.
- Prevent transaction congestion at month’s end.
- Increase satisfaction among supported families.
The stipend amounts for 1404 have seen a significant increase, ranging from 20 to 40 percent, with specific amounts varying based on household size and circumstances, such as the presence of individuals with severe disabilities.
Combatting Misinformation and Ensuring Clarity
The report explicitly addresses and dismisses rumors circulating on social media regarding potential delays in the October payments. It confirms that no official notice of any delay has been issued by the relevant state organizations.
Beneficiaries are advised to rely solely on official channels for information, including the websites of the State Welfare Organization and the Refah Bank, and to ensure their bank details are up to date.
This coordinated payment schedule reflects the ongoing efforts to bring greater financial order and transparency to the nation’s comprehensive social support system.
