The program’s latest phase involves direct SMS communication sent to the heads of households identified by the National Organization for Civil Registration. Recipients of these messages are required to complete their registration by providing an active bank account number. This can be done either through the dedicated “SIMIN” integrated subsidy management portal (simin.hadafmandi.ir) or by visiting any of the designated agent banks across the country.
Streamlining for Targeted Support
This procedural update is a key component of the broader “Household Structure Reform Plan,” which was established through comprehensive legislation. The primary objective is to create a meticulously verified national database. The Civil Registration Organization is responsible for identifying and defining household structures, subsequently relaying this data to the Subsidy Targeting Organization.
However, as officials have clarified, the absence of a registered and active bank account prevents the disbursement of subsidies, even if a household is deemed eligible. The current registration drive is therefore essential to bridge this gap, ensuring all necessary financial information is accurately on file.
The Path to Payment
The final allocation of subsidies is contingent upon a thorough means-testing process. Once bank account information is successfully registered, the data is forwarded to the Ministry of Cooperatives, Labour, and Social Welfare. The Ministry will then conduct its assessment to determine each household’s income decile. The actual payment of subsidies is exclusively dependent on the outcome of this final classification.
National Rollout Reaches Completion
The registration system is now fully operational across all of Iran’s provinces. Following the successful inclusion of Tehran and Alborz provinces in the preceding month, the province of Sistan and Baluchestan is scheduled to be integrated into the program next month, marking the completion of the nationwide rollout and underscoring the government’s commitment to uniform implementation of its social support policies.
