The Social Commission of the Parliament expedited the process by presenting an urgent plan for the “special extraordinary allowance.” Following review in an open parliamentary session, the plan was formally enacted. The funding ceiling for each government organization to pay this financial benefit has been determined in accordance with Clause 30, Article 16 of the country’s Seventh Development Plan.
The head of the Administrative and Employment Organization has confirmed that the executive by-law for this law has been finalized. He emphasized that the payments will be implemented shortly, following the allocation of the necessary credits within the personnel regulations.

The new financial package encompasses a wide range of public service employees, including:
- All official and contractual employees of government bodies.
- Municipal workers and employees, pending approval from the Minister of Interior.

The resulting monthly salary increase will vary based on rank and years of service, with estimates ranging significantly. Crucially, this payment will not only boost monthly income but will also be factored into calculations for retirement pensions, end-of-service bonuses, and leave reserves, ensuring long-term financial benefits.
