Title: Government Charts Course for Deficit-Free Budget, Launches New Phase of Electronic Commodity Subsidy
In a significant move to stabilize the nation’s economy, the Iranian government has presented the initial draft of next year’s budget assumptions to the cabinet, with a core focus on eliminating the budget deficit through increased revenue and stringent cost-cutting measures.
A Two-Pronged Fiscal Strategy
The Head of the Plan and Budget Organization underscored the necessity of this dual approach. To achieve a balanced budget, two specialized working groups have been established. The first, managed by ministers and the Plan and Budget Organization, is tasked with devising strategies to boost state revenue. The second group will concentrate on significantly reducing government expenditures.
A central topic of discussion was ensuring that financial resources are allocated to those who provide services or goods to the state, a process officials stated requires careful revision. These crucial deliberations are set to continue in the coming week.
Officials emphasized that the livelihood of the citizens remains the paramount priority in all government decision-making, followed closely by supporting production and employment. Agencies whose functions do not directly impact public welfare may see a reduced role to streamline operations and alleviate public difficulties.
Electronic Commodity Subsidy Program Set for November Launch
In a parallel development aimed at direct public support, the Speaker of the Islamic Consultative Assembly announced that the electronic commodity subsidy program is scheduled for implementation starting in the month of Aban (late October/November). He stressed that the rollout of this essential program must proceed without any disruption.
However, the Head of the Social Commission noted that while this initiative serves as a vital temporary solution, it currently operates without a firm legislative foundation. He warned that unless the program’s executive frameworks are solidified into law, its decisions risk being short-term policies without lasting impact.
Parliamentary Oversight and Public Access
During parliamentary sessions, some representatives raised concerns about price increases for certain goods and the criteria for the removal of household subsidies, calling for greater transparency.
The government has reiterated its commitment to the subsidy program, confirming that the Ministry of Cooperatives, Labour, and Social Welfare is prepared to distribute the electronic benefits to the seven designated income deciles. The Plan and Budget Organization is responsible for securing the necessary funding and currency for the plan’s execution.
Citizens can check their electronic subsidy balance through three primary channels:
- The dedicated “Shoma” (You) application.
- The USSD code #1463500*.
- The “Bale” messaging platform, using the “Electronic Commodity Subsidy Assistant” bot.
For those wishing to appeal their income decile classification, the Ministry has provided a dedicated online portal and contact number for inquiries. A new system, hemayat.sfara.ir, has been temporarily established to facilitate requests while the primary platform undergoes maintenance.
