
Unlocking Subsidies: Iran’s Government Addresses “Not Household Head” Error in Electronic Coupon Rollout
Tehran, Iran – As Iran implements its new electronic food coupon (Kala-barg) program, the government is proactively addressing various challenges encountered by citizens in accessing their entitled subsidies. A particular focus is on resolving the “Not Household Head” error, which has affected many families seeking to benefit from this crucial social welfare initiative.
Yaghob Andaish, the Deputy Minister for Welfare and Economic Affairs at the Ministry of Cooperatives, Labour, and Social Welfare, recently provided comprehensive guidance on navigating the system, underscoring the government’s commitment to ensuring all eligible households receive their support.
Streamlining Access for New Applicants
One significant challenge identified by the Ministry pertains to households that have never received subsidies or had previously opted out of the system, particularly those whose records predate the 2010s. These families often face the “Not Household Head” error due to unspecified or outdated family structures within government databases.
To rectify this, affected individuals are advised to visit the National Organization for Civil Registration website (ncr.ir). Within the “Household” section, they can use the national ID and the household head’s registered SIM card to view and, if necessary, amend their family member details. Crucially, confirming these changes is essential. Once the household structure is validated by the Civil Registration Organization, the information is transmitted for Kala-barg activation, with credit typically deposited by the 10th of each month and becoming viewable after four consecutive reloads.
Guidelines for Existing and Specific Beneficiaries
The Ministry also clarified processes for other categories of beneficiaries:
- Viewing Existing Credit: Eligible individuals whose Kala-barg credit is not immediately visible should access the “Shamim” application. Using the national ID of the household head and their registered SIM card will allow them to view their available credit.
- Armed Forces Households: For families of the armed forces, Kala-barg credit is directly charged to their “Hekmat Card” and may not be displayed within the main system.
- Previously Removed from Subsidies: Those who previously received subsidies but were later delisted can reapply through the “Shamim” app or by visiting hemayat.sfara.ir. Due to their known family structure in the system, credit reloads are typically processed within 48 hours.
Government’s Commitment to Efficiency and Accuracy
Deputy Minister Andaish emphasized the collaborative efforts of key government bodies in maintaining the integrity and efficiency of the subsidy distribution system. The responsibility for household registration and resolving discrepancies in family structures is jointly managed by the Targeted Subsidies Organization (simin.hadafmandi.ir) and the National Organization for Civil Registration (ncr.ir).
The National Organization for Civil Registration is tasked with updating and transmitting household status and structure information to the Ministry of Welfare by the 10th of each month, ensuring that Kala-barg payments are accurately adjusted based on the latest data. This continuous update mechanism highlights the government’s proactive approach to refining its social welfare delivery and ensuring that financial assistance reaches all intended recipients without undue administrative hurdles.
