In a move to provide consistent economic support, the process for distributing the October 2025 subsidies and monthly stipends has been officially outlined, commencing this week.
Staggered Payment Schedule for Cash Subsidies
According to the schedule released by the Subsidy Targeting Organization, the nationwide disbursement of the October cash subsidy will be carried out in phases. Households in the first to third income deciles will receive their payments on Friday, October 17, 2025. The payment for this phase has been set at 400,000 Tomans per individual.
Subsequently, the cash subsidy for the fourth to ninth income deciles will be deposited on Wednesday, October 22, 2025, continuing the procedure of recent months. The payment for these groups is 300,000 Tomans per person.
Welfare Stipends Kick Off the Month
The payment cycle begins earlier in the month with stipends for beneficiaries of the Imam Khomeini Relief Foundation and the State Welfare Organization. These payments, which have seen an approximate 40 percent increase compared to the previous year, are scheduled for deposit into household heads’ accounts on Sunday, October 12, 2025.
For October 2025, the cash subsidy will be deposited exclusively into the accounts of household heads. There is no new phase of the electronic coupon scheme scheduled for this month.
Utilizing Existing Electronic Coupon Credits
Marjan Dabiri, the spokesperson for the electronic coupon scheme, clarified that households in the first to seventh deciles have until the end of Aban 1404 (mid-November 2025) to utilize the credit from the scheme’s fourth phase. This credit is designated for the purchase of 12 essential goods, including rice, oil, red meat, poultry, dairy products, and pasta. Notably, turkey meat was recently added to the list of eligible items.
The fourth phase of the coupon scheme was already executed in two stages in September.
A Streamlined and Predictable System
This structured payment schedule is part of ongoing efforts to bring greater transparency and order to the nation’s financial support systems. The fixed date for welfare stipends aims to facilitate better financial management for beneficiaries, reduce pressure on the banking system, and increase satisfaction among covered households.
Beneficiaries can check their account balances through the Refah-e Man mobile application, Bank Refah ATMs, or via SMS banking services. Official announcements from the Ministry of Cooperatives, Labour, and Social Welfare and the State Welfare Organization remain the primary sources for accurate information.
