With an estimated 11.3 million of the nation’s 14 million motorcycles considered obsolete or nearing the end of their operational life, the environmental impact is significant.
This aging fleet consumes approximately 3 billion liters of fuel annually. In Tehran alone, motorcycles are responsible for an estimated 21% of air pollution, with a single outdated model producing emissions equivalent to six standard passenger cars. The program directly addresses this critical issue, aligning with broader national goals for sustainable urban development and resource management.
A Phased and Supported Approach
The renewal strategy is designed for maximum efficiency and public participation. A dedicated online portal has been established for owners to register their outdated vehicles. The process is streamlined on a “key-to-key” basis, ensuring minimal disruption to the livelihoods of those who depend on their motorcycles for daily income.
To encourage widespread adoption, the government is offering substantial financial incentives, including:
- For new gasoline motorcycles: Interest-free loans of 120 million Tomans.
- For new electric motorcycles: Interest-free loans of 150 million Tomans.
- Additional scrapping subsidies to further reduce the cost of replacement.
Priority will be given to motorcycles over six years old, with a concentrated effort in major cities where the environmental benefits will be most immediate.
Projected National Benefits
The rollout of the program is already underway, with plans to replace 65,000 gasoline-powered and 5,000 electric motorcycles by the end of the current Iranian year. Each replacement is projected to result in significant annual foreign currency savings and a direct reduction in fuel consumption.
